The creation of social studies standards, common or otherwise, has often touched off controversy. Recent battles over standards content in Texas and North Carolina have grabbed headlines, and a set of voluntary national history standards commissioned by the National Endowment for the Humanities in the early 1990s sparked opposition that derailed the project.
